Let's be real: Pot of Greed can't be fixed. That's why alternatives are made.

 

Let's compare with Card of Sanctity:

1) CoS requires field presence, your PoG doesn't.

2) CoS requires at least 2 cards, your PoG can be used even with only 1 card in your hand. Assuming the wording doesn't cause issues because "min.1" is missing.

3) CoS is very awkward to use, unless you desperately want to draw or if a deck really doesn't care banishing its cards. Your PoG can be used anytime, in any deck.

 

The only "positive" CoS has over your card is that you don't get to redraw the cards you get rid of, but considering all the other benefits of the latter, I doubt this even matters.

It could at least have a minimum number of required cards to shuffle, one that would justify the (essentially free) draw power - then it would be fine as a Casual Card. The way it is now, it translates to "I made all the plays I wanted. Now I'll draw 2 fresh cards and I'm set for good."

It's better now, even though I'd change it a tiny bit more. 

 

(As for the reason I used CoS for my comparison: it's because both cards simply make you draw 2 cards without a very specifc condition & without going +1. Just a personal perspective.)

I'm just debating on how to make PoG just balanced enough to be off the banlist. I think the issue is the +1. I don't like the current clause though. A mininum of 2 cards to shuffle into the deck and draw 2 just feels like it takes power from PoG. Maybe making a max hand limit instead. So PoG is still a +1 but more balanced.

 

 

This edit feels more like PoG.

If you have 3 cards or less in your hand: Draw 2 cards.

Just dump your hand out onto the field and/or into the GY. You could probably just Set a bunch of Spell/Traps from your hand and continue on with ease.

 

Pot of Greed will never be off the banlist because of its absolute advantage, versatility and ease, and it shouldn't have to be any different.

The point is making it a +1 but placing a limitation on it.

no smily is right. By making it a +1 all you have done is made a better upstart goblin already considered bannable for it's +1 even at the 1000LP gain of your opponent. the reason is card advantage. LP are a resource not a concern for most duelists. let's say you make pot of greed cause you to discard a card first...you just made a maxx c only without having to wait for your opponent for a free +2 not to mention it is now a better pot of desires. The problem is every fix you can do simply makes it either a worse of an existing, or a better of an existing, draw state. Card advantage makes it unbannable. What if you could return 2 to draw two from your deck? a better "card trader". Make it once per game...and it becomes a garnet. It's simply impossible to nerf it or buff it for valid use to where players can and will want to play it.

I can't put "Draw 2 cards; skip your next 2 Draw Phases" since that effect has already been used. But yeah, the idea is to keep it PoG-ish with a slight limitation. So you get the +1 but shuffling your hand or (n) cards into the deck just makes it another Reload or Magical Mallet. So a condition for activation seems like the best route.

Your restriction is not very restrictive you see however. It is actually really easy to have a hand of only 3 cards. Most common method, as I stated before, would to be just Setting Spells/Traps, but you can also discard, Summon from the hand, and even Ritual or Fusion Summon. If you really want a limitation on a Pot of Greed, make sure that the limitation will actually limit it.
