When this card is Normal Summoned: Shuffle it into your Deck face-up. During your Main Phase, if "Carmen Sandiego" is face-up in your Deck: You can declare a number; excavate cards from the top of your Deck until you reach that number (or all your cards if you cannot). If the last card excavated was "Carmen Sandiego", you can Special Summon it, and if you do, take control of 1 face-up card your opponent controls. Shuffle the rest of the excavated cards into your Deck. You can only activate this effect of "Carmen Sandiego" once per turn.

So my half-baked, sleep deprived brain came up with this just now.

i can think 1 combo using Saryuja in same manner it was used in Slash Draw OTK by fixing another copies of Carmen after the first copy has its self-shuffling effect resolved and then digging it via Danger! well not really optimal i guess? Danger! will take care the rest of the board setup and you getting opponent stuff  when going 2nd

Holy cow, I did post this! XD

 

I remember this was the day I'd been up for almost 24 hours straight when I thought of it.  Posting this must have been one of the last things I did before going to bed.

 

It is a bit like Slash Draw, now that you mention it.  I think the key difference is that resolving it cannot actively win you the game, even if it really swings things in your favor (a +3 at most, I believe?).  I think I intended it to also work if you excavate another copy of it, even if it was face-down, but I'm not sure now... This is weird...
