I'd say it's more monarch/true king support. it doesn't tribute for any costs, so lair wouldn't do anything for it. Tributing the big monsters is a free nuke, and it lets you get tenacity off for free. that said, barring the stat line Dark dust spirit is imo a better monster than this. It clears the board with fewer conditions, and even though this one only hits the opponent's board, you have to already have a bigger monster to pull it off, so it's kind of useless if your opponent has a bigger monster than whatever you plan on/ are capable of tributing. Dark dust might hit your own board, but in decks that would use either of these, that's really not too much of a problem, and the bouncing to hand, while a possible detriment, also makes it a reusable nuke, and can do some adorable combos with stormforth and/or escalation.

It's nice that it can be a full nuke, but the card seems a tad un-needed anywhere I can think of.

I guess you can use that 5k Train that Summons itself to max out on what it can kill, but that'd be a heck of a weird build to have.

Maybe you could Stormforth something but Stormforth would have taken care of the problem and this card would only wipe out bonus chumps if any, and it's destruction so not like Kaius wouldn't be more versatile and with better ways of removal anyways.

You could have a good engine for ease of Summon like the Squires, but then this card wouldn't kill anything with over 800 ATK, that's bad.

What can it really do?

Stormforth might kill off the big monster, but if they have smaller monsters, this still might not be enough to clean the board. 

 

That said, heiratics could use this maybe. You can use tefnuit and another one to go into blue-eyes and pop up to 3k on a free summon. Not too terrible i suppose.
