This is also interesting.  It doesn't do much of anything besides being a Link-2 body, but it is DARK and if any deck simply wants that extra pointer while also being almost definitely assured to have a Link-2 for a follow-up play, this could be a good option for that.

Doesn't Beat Cop from the Underworld pretty much do the same exact thing but better? Both of them are Dark, Fiend-Type, effect monsters, who have the same summoning requirements. Beat Cop has better arrows though, and a possible bonus effect to help protect your cards. It even has a higher base attack value.

For general use, yes.

 

This card piques my interest not because it is actively good, but because it is insurance for a following turn.  Beat cop opens things for immediate use, but does absolutely nothing to help you if your field is wiped.  Whereas this... this is almost assured to be on your side of the field during the following turn, giving you 2 Zones to summon an Extra Deck monster or a Link 2 to immediately Link-ladder with.

 

...I may have initially given it too much credit though.  It'll never go off in the modern game, but it has a very unique design concept that I appreciate.

No, here's how to use this card, summon it, summon a monster in it's arrow, banish it, be able to summon another monster with something like El Shaddoll Fusion or in MP2

 

Now it'll come back and open up a whole different spot to summon in
