Thomas★Zero Posted June 20, 2019 Report Share Posted June 20, 2019 Black Out Counter Trap Card Target 1 face-up card on the field; negate that target's effects until the end of this turn. You can only activate 1 "Black Out" per turn. So Black Out is a simple yet powerful trap that can negate a face-up cards effects for the turn but this card also can completely shut down the effects non-continuous Spell and Traps where as a result of this I balanced it with a hard OPT.
