Odd-Eyes are screwed, face it. We can't quickly pop our scales to SS them, we can't place 2 in scales knowing we have tons of backrow, and we can't do as much combos coz of the new rules. I tried my best to make these cards balanced while being overall useful to the archetype, without further adieu, here are the Monsters.

When this card is Link Summoned, if this card is linked to a Monster in the Extra Monster Zone, you can Special Summon 1 Pendulum Monster from your face-up Extra Deck. Once per Turn: If an "Magician" Pendulum Monster or "Odd-Eyes" Pendulum Monster is destroyed in your Pendulum Zones, you can Special Summon 1 "Magician" or "Odd-Eyes" Monster in your face-up Extra Deck with a different name then the destroyed Monsters. If this card is destroyed by battle or by card effect, you can Special Summon 1 "Odd-Eyes" Monster in your face-up Extra Deck.

When this card is Link Summoned, if you control no other "Odd-Eyes" or "Magician" Monsters, you can Special Summon 1 "Magician" Pendulum Monster from your Deck. Once per Turn: You can target 1 "Magician" or "Odd-Eyes" Monster in your Pendulum Zone, destroy it, and if you do, draw 1 card. If this card is destroyed and sent to the Graveyard, you can target 2 "Magician" Pendulum Monsters in your Graveyard, return them to the Extra Deck face-up, and if you do, Special summon this card, but banish it when it leaves the field.
